To take a proactive approach to substance abuse by challenging the cultural acceptance of high-risk practices associated with alcohol and illegal substance use through education, enforcement, and the involvement of local neighborhood associations, law enforcement agencies, liquor licensees, community agencies, colleges, universities, and students, with an emphasis on:

the involvement of the entire community; and
the development of community standards for reducing the secondhand effects of alcohol abuse and high-risk practices.
